Preparation of a feasibility study for the use of biofuels in all types of transport in Turkey
· To review advanced biofuels, commercially proven and/or highly prospective biodiesel, bioethanol and bio-jet fuel production methods and identify optimal procedures and steps for Turkey to integrate biofuels to the fuel mix effectively;
· To analyse the current status of the use of biofuels in transport sector in Turkey and provide analytical assessment of market potential for use of biofuels;
· To identify the strategies necessary to develop a sustainable biofuel footprint based on the current EU legislative environment and future anticipated changes of biofuels within the EU;
· To develop demand scenarios for biofuels in Turkey for supply-demand analysis;
· To define an optimal feedstock (quantities per type of biofuel) and a logistical model(s) that can support a sustainable long term operational model for a bio-refinery;
· To propose regulatory changes (including support mechanisms), a road map and key milestones to accelerate the deployment of biofuels use in the transport sector in Turkey and present a comparative analysis of Turkey and global major biofuel producers.
The Assignment will consist of tasks including assessment of the existing technologies used for biofuel production (focus being on 2nd generation but should also address 1st generation biofuels) and conducting a desktop analysis to support the Government set a strategy for choosing optimum crop/waste and biofuel blending ratios. Consultant should also analyse the current regulatory framework for biofuels in Turkey, conduct a benchmark analysis of major biofuel producing economies, provide a “gap analysis” and discuss key policy areas that are missing and would need to be developed for alignment with the EU. The Consultant also needs to provide a market analysis of the bio-diesel, bio-ethanol and bio-jet fuel market for the entire value chain both for 1G and 2G products. The outcomes of the above analyses will be presented to the Ministry of Energy and Natural Resources as well as to the Bank.Status of Selection Process:Interested firms or groups of firms are hereby invited to submit expressions of interest.Assignment Start Date and Duration: The assignment is expected to begin in Q2 2018 and has an estimated overall duration of 5 months.Cost Estimate for the Assignment:EUR 150,000 (exclusive of VAT) subject to availability of funding.The Consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the special status of the Bank as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a Consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.Funding Source:European Union under the programme"Enhancement of the Turkish Energy Sector in line with EU Energy Strategies"Consultant Profile:It is expected that the Consultant will have expertise in biofuel sector and feedstock utilization in transport sector and familiar with international practice on biofuels.The Consultant’s Expert Team is expected to include the following roles as key experts:· Team leader with 10 years or more of relevant background in biofuels;
· Policy expert with 5 years or more of relevant experience in transport fuel and regulatory issues in particularly to the EU and Turkey;
· International technology expert with 5 years or more of relevant expertise in biofuels;
· Local technology expert with 5 years of professional experience;
· Local legal expert with 5 years or more of relevant expertise in environment and climate legislation in Turkey.
The Consultant should integrate local professional skills/cooperate with local consulting companies, in order to provide national experience. The Consultant shall engage Turkish speaking staff on their team or arrange for translation/interpreting when necessary.
