Under the Electricity Market Law 6446, following a period in which secondary regulations were emphasized and efforts were made for many regulations and other legislation that entered into force, significant progress was made in 2024 to transform the market into a structure that operates in a more liberal, competitive, transparent and predictable manner in the light of these regulations.
In this context, the share of renewable energy sources in total installed electricity capacity, including unlicensed, increased from 56,28% in 2023 to 59,37% in 2024. In addition, in 2024, the licensing procedures for electricity generation facilities with storage continued. Through these facilities, it is aimed both to increase the installed capacity based on wind and solar energy and to expand the installation of electricity storage systems.
On the other hand, following the inclusion of aggregation as an activity under Law 6446 at the end of 2022, the “Regulation on Aggregation Activity in the Electricity Market” was drafted and entered into force in 2024, with the aim of enabling aggregators to carry out market transactions on behalf of grid users, manage generation or consumption schedules, and contribute to system balance. Moreover, by allowing consumers to participate on the demand side, the regulation aims to enhance system flexibility. In this context, the necessary secondary legislation was also finalized within the year. With the commencement of implementation and the observation of its benefits, aggregation is expected to play an increasingly significant role in the coming periods.
The market development reports that we present to our stakeholders are largely compiled and analyzed from the data submitted to our Authority using the Energy Market Notification System. One of our main objectives is to ensure the integrity, consistency and reliability of the data in these reports, which are of great importance to be shared with all relevant parties and the public in an accurate and timely manner.
