The Republic of Turkey has been allocated grant funds from the European Union Instrument for Pre-Accession Trust Fund which are administered by the International Bank for Reconstruction and Development (IBRD) and executed by the General Directorate for EU Affairs and Foreign Relations of the Ministry of Energy and Natural Resources (MENR). MENR intends to apply the funds to eligible payments under the contract for Consulting Services for Establishment of Energy Data Center – Restructuring Internet Portal System under IPA 2013 Energy Sector Program Phase-2.
The scope of the proposed individual consulting services ("the Services") will include technical support for the preparation of bidding documents; bidding and evaluation; supervision of the commissioning of the software and hardware to be supplied under supply and installation contract of the Project.
The total duration of consulting services will be 18 (eighteen) months under two phases. There will be a gap in between two phases to accommodate the bidding and signing of the supply and installation contract under the Project which would be supervised by the consultant.
MENR invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
University degree in Information Technologies, Computer Sciences, Engineering, Mathematics or equivalent,
Experience in data systems and/or internet portal systems/web portals and preparation of technical specifications,
Experience in design of software/hardware related to the data collection, processing, reporting and preparation of technical specifications,
Good command of spoken and written English. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with selection of individual consultants method set out in the World Bank’s Consultant Guidelines. Expressions of interest (CVs) to be clearly marked “Consulting Services for Establishment of Energy Data Center – Restructuring Internet Portal System EU/IPA13/CS-04a” must be delivered in a written form to the address below in person or by mail or by e-mail by 1 st of June 2018 till 11:00 a.m. (local time).
